Get Request Workflow Action Users

This REST API allows users to retrieve the users who can act on the current workflow stage of a submitted request.

The response returns one row per user, group, and stage, sorted by group name and then user name. It includes members of the stage’s approver groups and the requestor when the stage’s group is Requestor (groupId = -1).

A request with nothing pending (not submitted, completed, or all lines already actioned) returns an empty list.

This API does not use paging; all rows are returned.
